The bastis of Ottari, Ratta, Hamid Nager and Bagh Wala of union council Salay Mahy in District Multan currently have only one school catering to their population. This is a government primary school for boys located at a distance of 3km from Basti Bagh Wala; there is no primary school for girls. Bunyad Literacy Community Council is currently operating a temporary, one-classroom school for 30 students in the vicinity. However, because the need for a primary school for both girls as well as boys, located at a distance which can be easily managed by such young children, is so great, Bunyad has approached ADP for funding towards the construction of a permanent school which would serve this cluster of bastis.
The proposed school will be located near Bunyad’s temporary Gulistan-e-Hassan school, and will be easily accessible to children from all four bastis. It will comprise of 5 classrooms and 2 washrooms, the latter being especially necessary for the retention of female students. As well, the requested funds will be used for the construction of a water hand pump on the premises, and towards the provision of furniture and electricity in the school.
This cluster of bastis has a total population of over 2000, and so the social impact of the construction of this school will be far-reaching. The population of this area is largely lower middle-class, with the majority involved in labour work. The children, especially girls, do not currently have access to quality education. Many children belonging to the area are currently enrolled in madrassahs for lack of a better option, and parents are keen to switch them to mainstream schools like the one being offered by Bunyad. From the current student population of 30 at Gulistan-e-Hassan–comprising 19 girls and 11 boys–enrollment is expected to rise to between 100-150, post-construction. The provision of good quality education to the children of these bastis will have other positive externalities as well, affecting the health as well as socio-economic outcomes of the children and their families.
The need for this school is matched by the strong demand for it in the local community. Parents are highly motivated to send their children to the proposed school as there is no other quality alternative available. They are even willing to contribute PKR 50-100/month in the form of school fees, whereas they currently pay none. Bunyad is in a strong position to adequately fill this need. It has a strong track record within the education sector, and its schools offer good quality education at a low cost. This is ADP’s second project with Bunyad.
Bunyad is a non-profit organization aiming to alleviate poverty by building community partnerships and enhancing local capacity. It aims to promote EFA (Education for All) and to encourage marginalized communities to participate in mainstream development. Since 1994, Bunyad has established projects in 18 districts across Punjab, including community learning centers, formal and non-formal schools and vocational centers. Its schools produce higher learning outcomes than average public and private schools while maintaining low operating costs. Bunyad has also made efforts to empower women through micro crediting, and the provision of vocational skills and education. The number of people that have benefited from Bunyad’s projects are over 2.6 million.
Critical need: The nearest government school is 3 kilometers away, which makes it inaccessible for young children, and especially for girls. Due to the prevailing social and traditional norms, parents are hesitant to send their girls to schools, which are not located in the near vicinity. The government school is also not acceptable to the parents as they feel that it is not imparting quality education. Many parents are forced to send their children to the local madrassah for these reasons.
Beneficiaries/Social Return: The school will enroll 100-150 students. The cost per beneficiary is PKR 300.
Longevity: In the beginning, the school will enroll 100-150 children and this number is likely to increase in the coming years. There are approximately 300 children in the area who can potentially be enrolled at the school.
Scalability: Bunyad was established in the 1990s, operating in one district of Punjab. Its projects are now spread over 18 districts and 2000 villages. With its low operating costs and above average quality of schools, it has been able to effectively scale its operations and target an increasing number of beneficiaries on a yearly basis. The school will start off as primary, with possible expansion to secondary level.

A3) The nearest school is 3 kilometers away, which makes it difficult to access, especially for female children. The site where Bunyad proposes to construct the school is 0.5 km from the Basti Kalar Wali and is located on the main road which links to different colonies in the area.

A4) Parents are willing to send their daughters to school as long as the school is in the vicinity and offers quality education.
Q5) How will Bunyad ensure that quality education is being imparted through the school?
A5) Bunyad has a strong quality education framework in place which focuses on teacher training, assessment and creating an enabling classroom environment for learners. It aims to build enough classes and hire an adequate number of teachers to ensure a low student-to-teacher ratio.
Q6) Does Bunyad have the capacity to scale up the school to the secondary level?
A6) Yes, Bunyad has a track record of scaling up its schools to the secondary level, an example being the Village Nath girls school which was expanded to the secondary level in 2013 with the help of ADP.
