Dear Team,

In my view, the biggest problem here seems to be deliverability in light of no prior experience. I think a few things in particular are very critical:

1) (a)Will we be able to get access to the feasibility study that is mentioned and if we can get access to the same, do we know any engineers with prior experience who will be able to help us to assess the same. WE can perhaps refer it to HEED (the NGO we did our prior latrines project with) - suggest one of the team members can liaise with Mehreen / Naima). (b) Also WHO was this feasibility approved by?
2) Do the engineers, sub-engineers have any prior latrine building experience? The mazdoors probably won't but don't think there is much we can do about that

Some more questions:
3) Are any sort of statistics or even data maintained currently by either the hospital or someone else relating to prevailing disease rates where a compelling causal relationship between between outdoors defecation and the disease can be evinced? We will need the NGO to at least ask the local clinics this question. Thereafter, perhaps they can estimate the cost for collecting past data? For future data maintenance, would it be possible to make it a responsibility of the maintenance committee to collect and provide the information to RWO?
4) Further to (3), do we even need to do this or is something simpler like the utilization rate sufficient?
5) Land ownership will also need to be looked into. Will these latrines be built on community land or private property and in case of private property, is there any risk of the land owner restricting access?
6) Finally cost - The Sokar village project cost PKR 11 lakhs for 45 latrines in late 2010). This is costing about the same for just 16 latrines. We need to understand the difference in costs. So a detailed comparison needs to be conducted by our team.
